Torlakson Requests NCLB Waiver

State Superintendent of Public Instruction Torlakson sent a letter to U.S. Secretary of Education Arne Duncan requesting flexibility from NCLB’s accountability provisions. The letter proposes that California be permitted to freeze NCLB sanctions at the 2010-11 level and advocates for federal recognition of the state’s accountability system, the Public School Accountability Act, instead. Torlakson also objects to indications from the U.S. Department of Education that waivers will be granted only to states that meet additional policy requirements.
