This one-page document contains demographic information about Sacramento City Unified School District (SCUSD) and California student enrollment across key demographic categories. In addition to students’ ethnicity/race and the overall “unduplicated count” of LCFF-targeted students, the data also indicate the specific proportions of students who have been identified as English learners, students with disabilities, socioeconomically disadvantaged students, foster youth, and homeless students. These data provide the most recent information available from their respective sources, which include DataQuest, KidsData, and Ed-Data.

To provide context on SCUSD’s student performance, we are including a set of charts and tables that display the district’s state assessment results through 2022. This compilation includes both district-wide results and results by student demographic groups. Not included are test results for pandemic years 2020 and 2021.

A section of this report provides a brief history of SCUSD, describing the financial mismanagement and difficult labor relations that have affected the district since before Superintendent Jorge Aguilar was hired in 2017.

This collection of materials is intended to help meeting attendees understand some of SCUSD’s limits to implementing district-wide instructional practices. The first document is generally referred to as the collaborative time (CT) memorandum of understanding (MOU). The CT MOU stipulates that teachers are released early every Thursday to engage in collaborative work, but that teachers must agree to the content and structure of the collaboration time. The second document (referred to as the assessment MOU and agreed to in 2016) stipulated that SCUSD could not use common assessments throughout the district without agreement from a joint Association-District committee. The third reading is documentation of an arbitrator’s decision that the assessment MOU is binding for future school years beyond 2016-17. Pages 1–7 and 24 of the arbitrator’s decision are the most relevant for our meeting.
