California Applies to Federal Early Learning Challenge

California submitted an application for the Race to the Top Early Learning Challenge, a competitive grant designed to increase access to quality early learning programs for low-income and disadvantaged children. California’s application proposes the creation of a Quality Rating and Improvement System and emphasizes the importance of local control, with key decisions and 85 percent of the funding directed to county offices of education and First 5 commissions. The state is eligible for up to $100 million of one-time only federal funding.
