This report summarizes findings from the DAIT capacity study that assessed San Bernardino City USD capacities—especially in serving ELLs and students with disabilities. The study found that there is a broad concern among district leadership for district and school PI status, that there have been multiple efforts to increase parent and community outreach and to mitigate and reverse conditions that have become barriers to student achievement, and that the LEA is beginning to incorporate a degree of high-level monitoring and accountability measures. The report details findings and recommendations for governance, human resources, fiscal resources, and academic alignment. The study utilized surveys and observations, engaged with teachers and district leadership, analyzed and reviewed data, fiscal and district documents, and created a Work Group made up of key area directors.
